Following the command of the great leader of the Islamic Revolution, Imam Khomeini (RA), on June 13, 1980, to form the Cultural Revolution Headquarters, this headquarters established ACECR on August 7, 1980, as a revolutionary institution born from the Cultural Revolution, with the aim of achieving the goals of the Cultural Revolution.

After the Headquarters was transformed into the Supreme Council of the Cultural Revolution, the charter of ACECR was revised on December 2, 1986. This revision removed its duty of participating in the management of universities, instead emphasizing its cultural and research activities to promote the Islamization of universities.

The Supreme Council of the Cultural Revolution once again approved a resolution on November 13, 1990, in light of the new conditions of universities. In this resolution, ACECR was introduced as a bridge between universities and the industrial and service sectors of the country.

This resolution maintained two major responsibilities for the institution: conducting scientific research and cultural activities. Based on this resolution, the new charter of ACECR was approved by the Supreme Council of the Cultural Revolution as follows:

ACECR is a public, non-governmental institution operating under the supervision of the Supreme Council of the Cultural Revolution. It has an independent legal personality and is subject to regulations approved by its Board of Trustees within the framework of legal authorities concerning administrative, employment, and financial matters.


Objectives:

  • Expanding research and fostering a spirit of inquiry and talent throughout society to achieve self-reliance.
  • Developing cultural affairs across society through cooperation with seminaries, universities, and other cultural authorities and institutions, especially for the younger generation.
  • Expanding applied and semi-industrial projects by linking with scientific and research centers to utilize research findings.

General Duties of ACECR:

  1. Promoting Islamic culture and art, and planning cultural and educational programs to foster intellectual and ideological readiness among young people, especially high school students and university students, in order to combat Westernization and deviations, within the framework of the country's cultural policies.
  2. Establishing suitable structures for authoring, translating, and publishing books, periodicals, research findings, and scientific and cultural articles, as well as producing educational aids.
  3. Conducting developmental and applied research.
  4. Following up on ACECR's research projects until the end of the semi-industrial and industrial stages.
  5. Providing scientific-technical services in various fields needed by society.
  6. Supporting, encouraging, and attracting young and talented students and researchers, and planning and creating the necessary conditions and facilities to provide opportunities for their scientific and research activities based on understanding real societal problems and specialized needs.
  7. Implementing official scientific-applied training courses in accordance with the rules and regulations of the country's higher education system.
  8. Establishing educational and research structures as mentioned in the clauses of this article, based on higher education laws and regulations.
  9. Participating in creating suitable conditions for greater employment of university graduates.

Note: Scientific-technical services include: performing qualitative tests, reviewing standard proposals, collecting and processing scientific data, publishing scientific documents and data, promoting technologies, providing scientific consultation and technical assistance, and providing health and medical services and medical diagnosis.

Currently, in addition to its central office, ACECR comprises 12 comprehensive provincial organizations, 31 units, 3 research institutes, 30 research centers, 7 cultural organizations and centers, three news agencies, 50 type B general cultural centers, one vocational and specialized training center with 155 centers across the country, 2 universities, one faculty, 6 higher education institutions, 159 specialized research service centers, 3 science and technology parks, 24 incubators, 40 innovation and acceleration centers (MANSH), one research complex, and 2 technology towers.

ACECR's Position Document in the Twenty-Year Vision of the Islamic Republic of Iran

With reliance on God's grace, and through the faith and efforts of university jihadists, on the path to realizing the noble ideals and goals of the Islamic Revolution, the Constitution, and the Cultural Revolution, ACECR is envisioned in the Twenty-Year Vision of the Islamic Republic of Iran as:

"A revolutionary institution with an Islamic identity, possessing committed and efficient human resources, inspirational and influential in the country, pioneering in the development of science, technology, and culture, with constructive engagement at national and international levels."

  • Committed to the ideals and values, and a defender of the goals of the Islamic Revolution and Imam Khomeini (RA), following the Wilayat al-Faqih and the leadership of the system, committed to the goals of the Cultural Revolution, with a public non-governmental institutional structure.

  • Faithful, revolutionary, expert, creative, hardworking, self-believing, responsible, possessing a spirit of teamwork, and committed to a jihadi culture.

  • Inspirational in new thinking and scientific and cultural dynamism towards achieving self-belief, self-reliance, and strengthening Iranian-Islamic identity.

  • Extensive cultural cooperation with universities and cultural centers worldwide, especially Islamic countries, to increase mutual understanding and introduce manifestations of Islamic-Iranian civilization.
  • Expanding cooperation with scientific and cultural centers, national and international organizations and civil institutions to participate in solving challenges facing Islamic societies and regional countries.

Considerations:

It is worth noting that in drafting ACECR's development plans, the overall objectives, general policies, and macroeconomic quantitative indicators for each program are set based on this document. This ensures that through the implementation of the entire set of programs, this institution will achieve the position and role envisioned in this document. Annual programs and budgets are also prepared and approved in accordance with the objectives and requirements of this document.

In the process of the country achieving the goals of the Vision Document, and in line with fundamental changes in scientific, cultural, social, and economic conditions, and the country's goals and programs, the content of ACECR's position document will also be reviewed and revised as needed.
